Chapter II
Delegation of Financial Powers
The Delegation of Financial Powers Rules, 1978, framed by the Government of India and amended from time to time, shall, mutatis mutandis, apply to the Council, provided, however, that in case of any doubt, the decision of the Central Government shall be final and binding on the Council; Provided that the delegation of powers relating to Administrative and other related issues will be according to the provisions of Schedule – 1 of these Regulations
For the purposes of the aforesaid Rules, the ‘Head of Office’ and ‘Head of the Department’ will be as designated by the Competent Authority.
