Pay and Allowances
1. Pay Structure of Employees
1.1 The employees of the Council shall receive pay in accordance with theFundamental Rules, and Supplementary Rules, as applicable to the Civil Services of the Central Government.
1.2 The Council shall determine the specific pay scales for its employees and notify them from time to time. Pay shall be disbursed by the Drawing and Disbursing Officer designated by the Competent Authority.
1.3 Notwithstanding the above, the Council shall not sanction any ‘Special Pay’except with the prior approval of the Central Government.
1.4 The Council, with the prior approval of the Central Government, may revise the pay scales of its employees in order to maintain parity with the pay scales of similar categories of employees in the Central Government.
2. Allowances
2.1 Employees of the Council shall be entitled to draw allowances similar to those admissible to Central Government employees in corresponding categories. Such allowances shall be drawn at the rates sanctioned by the Head of Office and disbursed by the Drawing and Disbursing Officer.>
2.2 The following facilities and allowances, as applicable to Central Government employees, shall also apply to the Council employees, subject to prior approval of the Central Government:
- Leave Travel Concession (LTC)
- Housing Facilities
- Medical Facilities
- Traveling Allowance (TA)
- Daily Allowance (DA)
- Children’s Education Allowance
- Overtime Allowance (OT)
3. Pension, Provident Fund, and Gratuity
3.1 Pensionary benefits, Provident Fund contributions, and Gratuity payments for the employees of the Council shall be provided in accordance with the orders of the Central Government, as amended from time to time.
3.2 Until separate regulations are framed by the Council regarding these benefits, the Central Government rules and orders shall continue to apply.
