1.Applicability of Conduct and Discipline Rules

1.1 In all matters relating to the discipline, conduct, and behavior of employees of the Council, the following rules framed by the Central Government shall apply, as amended from time to time:

  • Central Civil Service (Conduct) Rules, 1964
  • Central Civil Service (Classification, Control and Appeal) Rules, 1965

1.2 These rules shall govern the standards of conduct, responsibilities, and disciplinary obligations of all employees of the Council.

2.Disciplinary and Appellate Authorities

2.1 For the purposes of enforcing discipline and addressing appeals, the Disciplinary Authorities and Appellate Authorities shall be those specified in Schedule – 1 of these Regulations.

2.2 Employees are expected to adhere to the highest standards of integrity, professionalism, and ethical conduct in the discharge of their duties.

2.3 Any breach of these rules may result in disciplinary action, which may include reprimand, suspension, or other actions as provided under the relevant Central Civil Service rules.

3.General Principles

3.1 Employees shall maintain decorum, honesty, impartiality, and accountability in all matters related to their official duties.

3.2 Employees must avoid any conduct prejudicial to the interests of the Council or the Government of India, and shall not engage in activities that may compromise their official responsibilities.
