Appointment by Deputation / Transfer / Short-Term Contract
1. Methods of Appointment from Outside the Council
1.1 The Council may appoint officers from outside its service through transfer, deputation, or short-term contract, in accordance with the Recruitment Rules, by the following methods:
a. Deputation including Short-Term Contract:
- Officers may be appointed from Central Government, State Governments, Public Sector Undertakings (PSUs), Autonomous Bodies, Universities/Institutions, Scientific and Technical Organizations, etc., for a fixed, limited period.
- At the end of the deputation/contract period, the officer will revert to his/her parent cadre.
b. Transfer:
- Officers may be transferred from Central Government or State Governments.
- If required, such officers may be absorbed into the post or grade permanently.
c. Transfer on Deputation / Promotion:
- Prescribed in the Recruitment Rules when the field of promotion (feeder grade) is small, so that departmental officers are considered along with external candidates.
- If the departmental officer is selected, the post is treated as filled by promotion.
- If not selected, the post is filled by deputation/short-term contract for the prescribed period. After completion, the departmental officer is again considered for the post.
- Direct line promotion officers shall not be considered for appointment by deputation.
- Similarly, officers appointed on deputation shall not be eligible for consideration by promotion.
2. Procedure for Appointment by Transfer / Deputation / Short-Term Contractb. Transfer:
2.1 An accurate assessment of vacancies must be made well in advance to follow the prescribed procedure efficiently and ensure that posts are not left vacant.
2.2 Wide publicity of the vacancy circular is required to attract all potential candidates as prescribed in the Recruitment Rules.
2.3 The vacancy circular must be published in the ‘Employment News’.
2.4 The minimum period for receipt of nominations shall be 2 months.
- Provided that, in urgent cases, a shorter period not less than 6 weeks may be prescribed with the approval of the Appointing Authority.
2.5 The vacancy circular should contain all the key features, eligibility criteria, and requirements as prescribed in the Recruitment Rules.
2.6 Applications for appointment shall be submitted in the format specified in Schedule–3 of these Regulations.
