1. Application for Direct Recruitment
1.1 Posts to be filled by direct recruitment shall be advertised in at least two leading national newspapers and also in the Employment News published by the Government of India.
1.2 Candidates seeking appointment by direct recruitment shall submit their applications before the specified date, in the prescribed form mentioned in Schedule – 2, and in the manner indicated in the advertisement.
1.3 The closing date for submission of applications may be extended for candidates residing in certain areas as notified by the Central Government from time to time.
1.4 Candidates must provide proof of age, educational qualifications, experience, and other particulars as required by the Council.
1.5 The crucial date for determining the age limit shall be the closing date for receipt of applications in India, regardless of the candidate’s place of residence.
1.6 In certain cases, direct recruitment posts shall be advertised if the local Employment Exchange cannot recommend suitable candidates. For appointments of candidates from special categories (Scheduled Castes, Scheduled Tribes, Ex-servicemen, Physically Handicapped, etc.), the procedure prescribed by the Central Government shall be followed.
2. Eligibility and Disqualification
2.1 To be eligible for direct recruitment, a candidate must be:
- A citizen of India, or
- Belong to categories of persons notified by the Central Government from time to time.
2.2 Candidates under the above categories must provide proof of nationality or a Certificate of Eligibility issued by the Competent Authority authorized by the Central Government. The Council may appoint a candidate provisionally pending submission of the necessary documents.
2.3 A candidate shall not be eligible if:
- They have married someone who has a living spouse, or
- They themselves have a living spouse and have contracted another marriage.
2.4 Candidates must satisfy the appointing authority regarding their character and antecedents. Anyone convicted of an offense involving moral turpitude or adjudged insolvent is ineligible. The Council may verify character and antecedents as deemed necessary.
2.5 Candidates must be in good physical and mental health and free from defects likely to interfere with their duties. Provisions shall also comply with rules regarding physically handicapped persons and disabled ex-servicemen.
2.6 Any false information or suppression of material facts may disqualify a candidate and, if appointed, lead to dismissal.
2.7 Any attempt by the candidate or their relations/friends to canvass for support shall disqualify them.
3. Manner of Direct Recruitment
3.1 The Council shall constitute a Services Selection Committee (SSC) for appointments by direct recruitment.
3.2 The Council may also appoint a Consultant or a Firm of Consultants if deemed appropriate.
3.3 All appointments shall be made by the Appointing Authority based on the recommendations of the SSC, Consultant, or Firm of Consultants. The Appointing Authority may reject recommendations, provided reasons are recorded in writing.
3.4 The SSC, Consultant, or Firm may prepare a waiting list of candidates in order of merit, valid for 12 months. Candidates on this list may be considered for vacancies arising during this period.
3.5 For temporary or leave vacancies, the Appointing Authority may appoint suitable candidates for a period not exceeding six months, until a selected candidate from the SSC or Consultant becomes available.
3.6 In case of immediate necessity, temporary appointments may be made, subject to the maximum time limits.
3.7 The Competent Authority may decide whether a written test, practical test, or both should be conducted, and specify the officer responsible and procedure.
3.8 Employees already in service may apply for advertised posts if they possess the prescribed qualifications and experience.
4. Travel Allowance
4.1 For attending interviews or tests, candidates bear their own travel expenses.
4.2 Scheduled Castes and Scheduled Tribes may be granted travel allowance as per Central Government orders.
5. Cancellation of Appointment
5.1 If a selected candidate fails to join duty within the date mentioned in the appointment order, or within 30 days (or an extended period fixed by the Appointing Authority), the appointment is deemed cancelled.
6. Employment of Near Relatives of Deceased Employees
6.1 The Competent Authority may appoint near relatives on compassionate grounds, dispensing with normal recruitment procedures, as per Central Government instructions.
7. Part-Time Appointments
7.1 The Council may appoint persons on a part-time basis for a specified period, not exceeding two years, on such terms and conditions as determined by the Council.
